Moratorium on ultraviolet disinfection
The management at Bionest was surprised and perplexed by a decree published today in the official Gazette of Quebec. This decree imposes a temporary moratorium, from October 4th to February 28th 2007, on the installation of residential disinfection units using ultraviolet rays for which a municipal installation permit was not issued.
First, let us remember that the purification performance of the BIONESTTM disinfection system using ultraviolet rays is not to blame. Indeed, if we carefully interpret the words of the decree regarding the discussions with intervening parties from the government, and the results from the sampling campaign held by the company, the Bionest cleansing technology using UV rays is reliable and efficient.
No incident susceptible to endanger public health or environmental protection was brought to the attention of Bionest that would justify such a radical intervention which this moratorium prescribes by written decree.
Moreover, Bionest is aware of the existence of preoccupations brought up by municipalities during their proceedings on the implementation of disinfection using ultraviolet rays in their territory. These preoccupations concern the administration of the provisions of the Quebec regulation concerning disposal and treatment of wastewater for isolated dwellings (the Q-2, r.8). These municipalities are afraid that the maintenance measures prescribed by the regulation are not adequate and that they will be confronted with delinquent owners concerning the maintenance of their service contracts with the manufacturers. These problems are bound to arise with all tertiary treatment systems which have disinfection and environmental release.
The management at Bionest Technologies believes that these concerns question the contents of the ruling and could well have given way to a round table discussion which would have helped to identify solutions without imposing a moratorium.
Bionest has also shown its willingness to collaborate with the Department of Sustainable development and Parks Canada, and effectively collaborated with the latter. The company moreover, wishes to make a contribution to improve the management of the integration of new technologies, including recognition and the adoption of risk elimination measures.
